If you are deciding on a home along the Island axis right now, anywhere from Lagos Island east through Ikoyi, Victoria Island and the Lekki corridor to Ajah, you are deciding inside the peak of the flood season.
The agencies that forecast these things have identified July to September as the window of greatest vulnerability this year. The late-June rainfall has already put homes and roads under water across the city, and every property decision made between now and October carries a question that most listings, viewings and agents will not answer: what does the water do here?

The Season You Are Deciding In
The 2026 outlook is unusually well documented.
- NiMet's seasonal prediction forecasts above-normal rainfall for Lagos with an early onset and a delayed end to the season.
- The Nigeria Hydrological Services Agency's Annual Flood Outlook placed Lagos among the states at high flood risk nationwide and identified flash flooding, riverine flooding and coastal tidal surge as the state's three distinct threats.
- The Lagos State Office of Drainage Services in June relayed a Federal Ministry of Environment prediction classifying fifteen areas as Critical Risk Areas.
For anyone considering property on the Island axis, the detail that matters is that Eti-Osa, Ikoyi, Lagos Island and Lekki all appear on that list, which means the prime residential corridors carry an official critical-risk designation this season.
Roughly 79% of Eti-Osa's land sits at high flood risk, which is the largest share of any Local Government Area (LGA) in the state.
On 28 June, hours of sustained rainfall flooded large parts of the metropolis. The State Commissioner for the Environment described temporary flooding in parts of Victoria Island and Lekki among other areas across the city, after which the Governor approved emergency maintenance dredging of 28 additional primary drainage channels.
None of this should push you toward panic or paralysis, and it does not mean every property in a listed area is exposed. What it establishes is the baseline: the hazard is officially recognised, this season is expected to be worse than normal, and the peak is still ahead. The question is how that area-level hazard translates, or fails to translate, to the specific building you are considering.
How Flooding on the Island Axis Actually Works
Flooding here is often discussed as a single problem, usually blamed on drainage and refuse. But a property decision needs a sharper picture, because three different physical mechanisms threaten different locations in different ways.
1. Elevation
Elevation is the single most influential determinant of flood susceptibility, ahead of drainage density and land cover. In practical terms, where a property sits relative to surrounding water, and how effectively that water can drain away, account for more than half of the flood outcome.
Much of the Island axis sits on low-lying, reclaimed land close to lagoon level, so drainage works against gravity from the start and the margin between a dry compound and a flooded one can come down to metres of elevation. Areas at high risk include low-lying pockets like Obalende and parts of Ikoyi.
2. The Tide
The axis drains into a lagoon system. When heavy rain coincides with high tide, channels cannot discharge because the water body they empty into is already high resulting in a TIDAL LOCK with drainage unable to empty into the lagoon until the tide falls.
This is a structural condition rather than a maintenance problem: a location exposed to it stays exposed regardless of how clean the gutters/drainages are.
It is a large part of why roads around Ahmadu Bello Way and Akin Adesola on Victoria Island, and the Chisco, Elf and Jakande stretch of the Lekki-Epe Expressway, appear repeatedly in seasonal flood coverage.
3. Construction Activity
Construction changes drainage behaviour in ways that can shift risk between neighbouring plots. New fill raises one compound and redirects water onto the next, a stalled or altered channel changes outcomes for an entire catchment, and repeated Peninsula flooding has been attributed to the steady replacement of wetlands that once absorbed excess rainwater. This is why a chain of mid-Peninsula communities, such as Osapa London and Igbo Efon through Agungi, Chevron and Ikota to parts of Ajah, experience recurrent flooding.
The live dispute along the Lagos-Calabar Coastal Highway is this third mechanism playing out in public. Residents of corridor communities claim construction drainage has redirected stormwater into their neighbourhoods, while the project contractor counters that many affected estates were built without adequate land elevation or drainage planning in the first place. Both claims are on the record, causation is genuinely contested, and the practical takeaway for anyone looking near the corridor is that the drainage picture there is currently moving.
How Flood Risk Changes Across the Island Axis
The three mechanisms do not affect every part of the Island axis equally. Each corridor has its own flood profile depending on its elevation, degree of urbanisation and relationship with the lagoon.

Ikoyi & Victoria Island Axis
- Primary mechanism: Tidal drainage constraint

These areas drain into the Lagos Lagoon and the Atlantic through a network of canals and outfalls. During high tide, the receiving water level rises, reducing the ability of drainage channels to discharge stormwater. When heavy rainfall coincides with high tide, water remains trapped for longer, increasing both the likelihood and duration of flooding.
In the Victoria Island core especially, high commercial and residential density means most ground is paved or built over. With little permeable surface remaining, rainfall becomes immediate runoff that can quickly overwhelm drainage infrastructure. Although generally low-lying, much of Ikoyi and Victoria Island has been raised through decades of reclamation and sand filling. This provides a modest advantage over the lower reclaimed wetlands further east, although it does not eliminate flood risk.
What this means: Flooding here is usually about how quickly water can leave rather than how much rain falls, so the practical question for any property is where its drainage discharges and what happens there at high tide.
Lekki Phase 1 & Oniru
- Primary mechanism: Impervious surface runoff
- Secondary mechanism: Elevation
- Supporting factor: Tide
Rapid urbanisation has replaced large areas of natural wetland with roads, paving blocks and buildings. As infiltration has declined, a much greater proportion of rainfall becomes surface runoff. In many locations, estate development has also altered or interrupted historic drainage pathways.
The terrain is exceptionally flat, providing very little natural gradient for water to drain away. As a result, runoff tends to pond rather than flow efficiently towards discharge channels. High lagoon levels reduce the efficiency of drainage outfalls, and the tidal lock described along the Expressway stretch operates on this corridor's discharge routes too. In practice, the tide and the built environment act together here: rainfall on impervious ground supplies the water, and the tide often decides how long it stays.
What this means: On terrain this flat and this paved, small differences in elevation and drainage connection separate dry compounds from wet ones, so street-level detail matters.
Mid-Lekki Axis (Agungi to Orchid Road)
- Primary mechanism: Drainage disruption from construction
- Secondary mechanism: Elevation
- Supporting factor: Tide
This corridor has experienced some of the fastest residential expansion on the peninsula. In several locations, development has encroached on natural drainage corridors or significantly reduced their capacity, limiting the movement of stormwater and increasing localised flooding.
The area is generally low-lying and extremely flat, so runoff accumulates easily and drains slowly. Although further from the Atlantic frontage, major drainage channels ultimately discharge into the lagoon. Elevated lagoon water levels can therefore slow downstream drainage during high tide, prolonging flooding after heavy rainfall.
What this means: The risk picture here is man-made and still moving, so what has been built around a property in the last few years can matter as much as the property itself.
Ajah & Eti-Osa East Axis (Badore and Langbasa corridor)
- Primary mechanism: Lagoon proximity
- Secondary mechanism: Elevation
- Supporting factor: Built-up area
Communities along the lagoon shoreline are directly influenced by tidal fluctuations and lagoon water levels. High tides and elevated lagoon conditions can inundate waterfront areas and restrict drainage, particularly during heavy rainfall.
Much of this corridor sits at some of the lowest elevations on the axis. These naturally low levels make the area inherently susceptible to persistent waterlogging and flooding. Urban development is increasingly contributing to flood severity, particularly around Sangotedo and newer estates where natural drainage has been reduced. However, for the older waterfront communities, flood exposure remains driven primarily by low elevation and proximity to the lagoon rather than urbanisation alone.
What this means: Shoreline elevation and lagoon behaviour dominate here, so waterfront appeal and flood exposure are directly linked.
What to Establish Before You Pay
Which brings the decision back to the property itself. The assessment reduces to five factual questions. Any seller, landlord or agent who cannot engage with them seriously is telling you something useful.
- What is the elevation of this plot relative to the nearest drainage channel, and where does that channel discharge?
- What happened on this street and in this estate during the last three wet seasons, including June 2026, and can anyone show rather than tell?
- What is the fill history of this land, and what has been built or filled uphill and downhill of it in the last five years?
- Who maintains the drainage serving this estate, when was it last cleared, and what condition is it in entering the July to September peak?
- Is this location inside or adjacent to any corridor where major construction is currently altering drainage patterns?
